Any recourse?

What is the name of your state (only U.S. law)? TN-I bought a condo in August 2007 and have had a renter in it since December 2007. Recently, an electrician told us that I was having higher electricity bills due to faulty wiring. This was not brought up during my home inspection. Also, I've tried to set up natural gas service for the heater and they will not set it up as there is a deliquent balance from a previous tenant, that lived in the unit a year before I bought it. Do I have any recourse on either of these?
