board resigns

What is the name of your state?North carolina

Our entire board resigned except for the secretary. We have been "self governed" for five years or more. The developer stepped back in and took the books checks records etc from the treasurer and picked someone to go with him to the bank to become the person allowed to sign our checks from the HOA. He has ignored the bylaws in the past and we do not know what to do. He has appointed someone to be "in charge" until he can hold elections the way he wants to, not necessarily by the bylaws. Can someone please advise what we should do or need to do if anything at all? thanks in advance
