Can the Board do this?

What is the name of your state? FL
At this weeks annual co op meeting, there was no election of the board since only 5 of last years board were interested in continuing.
Folowing thhe meeting the board appointed 2 more and made one of them President. Also, this new Pres is married to the Secretary.
Is this OK? i cant find anything in the CRRs
Thank You. It is making many of us crazy.
