Can HOA rules be amended to legaly ban known sex offenders?

What is the name of your state? VA

Currently, there are no provisions in our HOA laws that prevent known sex offenders from purchasing homes within the Association.

Is it legal to amend the HOA rules to prevent known sex offenders from moving into the Association?What is the name of your state?
