Condo policy violation penalties


What is the name of your state (only U.S. law)? VT

My condo association bylws were amended over 10 years ago to not permit residents to own dogs. Last week, in response to complaints, they have written specifics about the practice/enforcement of this amendment. Specifically, they have stated that owners are permitted to have visiting dogs on premises for a maximum of 14 days per year, and that prior to any visit a variety of notifications must happen (the board, the unit neighbors, etc).

Is it legal for them to get this narrow in the definition of what constitutes a violation of the amendment?

I do not own a dog. My partner does, and spends a night or 2 each week at my house, with her dog. She and her dog live in a nearby town, where she owns a home and the dog is registered.

The association has threatened to fine me $100/month AND to have animal control come and remove the dog from my condo. Can they do this? I cannot find any information in city or state ordinances that indicates that the animal control action is possible.
