Duty of Condo Board

Pennsylvania -

Does the condo board have a duty to promptly notify the residents of the condo if there is a signifigant change in the value of the assets in the reserve fund even if no wrong doing is alleged in the making of the investments? In this particular instance 1/2 of the investments in the reserve fund have become non-liquid and there is no estimate as to when that situation may change.
