Is this embezzlement

I live in NJ in a townhouse community. We pay dues every month for the upkeep of the common grounds and property. This also pays for snow removal as necessary, pool upkeep and other expenses in the community.
I have found out that the board of directors, who are all volunteers, are using $1,200 of our money every December for a Christmas party off site to pat themselves on the back for a long year of "putting up with the homeowners and their petty complaints".
I would like to know if this could be considered embezzlement because there are absolutely no provisions for any such party in the covenants or by laws.
