A few questions/issues


What is the name of your state? pa

OK, Hopefully someone can guide me or have some advice

1. I have a crazy neighbor... I live on the second floor of a 2 story condo unit. I have all the problems, music thru the floor at 8 a.m. on a sunday, slamming doors, parking on top of my car in a culdesac, smokes in the hallway so the stink travels upstairs, etc etc

Recently... for some unknown reason, she has taken out her ceiling to expose the beams. why? I have no clue.. the only explanation is she's crazy , bored, and lonely (I have'nt seen a man go in or out of her unit in over 6 years)

The association is not much help, and I am tired of calling the police because thye do nothing. I have had letters written to me calling me white trash, but now with the ceiling gone, I hear EVERYTHING. she walks, I wake up. She showers, I wake up. she farts, well.. you get it.

The association president told me to get a contractor to come in and blow insulation into the floor... which will obviously make a mess in her unit. I just want the association to start fining her for her rediculous park jobs, her harrassment, and her nuttiness.

recently, it was passed that a special "roof assessment" passed which would require us to pay an additional 50.00 per month for roofing that will have to be done within the next 2 years. I was concidering sending nothing until the issue w/ this neighbor is solved.. they have sent nothing to her in reguards to her behavior....the police tell me to contact the associtaion, and the associtaion tells me to call the police. should I tell the association to pound sand when it comes to the special assessment of 50.00?

Many cities have ordinances that restrict sounds that the average person would find disturbing between the hours of 10 p.m. and 7 a.m. Your neighbor therefore may not be in violation of the ordinance if she plays music at 8 a.m, though the neighborly thing to do would be to buy headphones. Check with the local police department regarding the hours of the ordinance in your area.

Unless there's a non-smoking regulation in the building, there's nothing you can do about her smoking.

Get something in writing from the association president about having a contractor come and blow insulation into the floor and do it. Why would you be reticent if she's truly making your life miserable? If she complains, let her do it to the association president.

Get earplugs. Get one of those "white noise" machines. Don't refuse to pay the assessment or you're likely to be told to get another place to live.

Check your Bylaws regarding removing the ceiling. This may be in violation of removing Association Property.

If they said blow in insulation ... do it ... You could mention she has removed her ceiling to expose the beams and if they may make the ceiling get put back up, or just instruct you to blow in the insulation anyways.

The special assessment for the replacement of the roof has absolutely nothing to do with the problem with your neighbor!
