What is the name of your state? Florida

Our Declaration of Covs and restrictions states that fines against residents for infractions ,after they have reached their maximum of $1000.00, the fines will be then added to our monthly assessments. In Florida, state statutes say that a H.O.A. may not put a lein for lack of paying fines but they can put leins on the property for lack of payng assessments. or dues. Can the H.O.A. legally transfer fines and make them be considered "special or monthly assessments?
