What is the name of your state (only U.S. law)? Texas
The Condo Declarations state that the limited common elements that the association pay for consist of observation decks, fixtures and plumbing located within each Apartment and intended for individual Apartment use. Association management is saying it means fixtures inside the walls, not ones that carry water and permanently fixed outside the walls. Is he correct?

things like your buildings waste water, the J-trap and various pipe pieces under your kitchen sink are your obligation to maintain and if something goes wrong you arrange for the repair, if the waste water pipe that's hidden in the walls develops a leak that pipe normally would be the condo associations pipe (especially since it is not likely that the pipe in the wall services only your unit but more likely is shared with one or more other units) water pipes them selfs its hard to say for sure I would suggest it depends on how your unit was plumbed ( like if you had your own hot water heater or not? say if your unit was built more like a town home but there was only one water meter for many units and a common cold water pipe went from one basement to another then I would say that main that fed each unit was not the unit owners until it connected to that units shut off, any way its really hard here on this end of things since details aren't easy in forums like this . SO what is leaking ?
