Hit and Run on Condo Property


What is the name of your state (only U.S. law)? Pennsylvania
My in-laws, who are hispanic, bought their condo about 6 months ago. They have had problems with racial slurs and minor incidents since they moved in. A few weeks ago the police knocked on their door in the middle of the night - apparently someone stole a car and bashed my in-law's vehicle repeated with the stolen car until there was major damage to their vehicle. The stolen car was found hours later in a secluded area, torched. The detectives told my in-laws that they need to move - that they were being "targeted." My in-laws are in their 60's, and the husband is totally disabled and in a wheelchair. They have never caused problems - they are sweet, caring people. There is no security or cameras in the parking area of the condo and while the president of the association was compassionate, they did nothing for my in-laws. They had to move - fortunately they still had property that was up for sale which they took off the market and moved back there. My question is... they would like to go after the condo assn for just the deductible for the damage to their vehicle - $500. Are they within their rights? The condo association is not responsible for criminal acts of any third party.

Similarly, they are not responsible for the non-criminal acts of a third-party.
