hoa to change build color

What is the name of your state? tx
Our build has been pink for 22 years. Can the HOA change it without a majority vote of owners? At our annual meeting 75% voted to change it (howevever a quorum was not present).

Check your by-laws. Most boards require you have to have a quorum present to conduct business.

**A: based on your CC&R's, what percentage constittutes a quorum?
