HOA lock out of renters access to condo

In Nevada, Clark County Las Vegas specifically, does the HOA board have the right to lock a renter out of a high rise building, i.e. disable key fob access to doors and elevators which provide the only means to access the leased condo? This effectively locks us out of our unit which a landlord is not allowed to do, but what about the on-site HOA? Rent and utilities are paid in full but HOA is threatening to assess a fine which we are disputing for a dog leash policy violation. By the way, we live on the 40th floor so it's not like we can just walk up to the unit. Thanks for the advice.

The Clark County Self-Help center at the Courts building has this information about lock-outs. http://www.civillawselfhelpcenter.org/self-help/evictions-housing/illegal-lockouts-and-service-termination

You may want to go down there if you do get locked out of access to the building. The information states that the forms to challenge a lock out must be filed within 5 legal days of the act, and that a hearing will be held within 3 days of filing. It also states that forms can be filed and served against both an owner and the building management. You would probably want to serve against both of them if you do get locked out.

No, they don't have the right to keep you out. The Nevada Common Interest Ownership Act NRS 116.31031, 1(a)(2) states that they can prohibit you from using the common elements if the governing documents so provide, but not prohibit ingress and egress to go to and from the unit.

Thanks for the reply and insight. That's my fear, they feel that they can lock us out of the common area, which will then lock us out of our unit in a roundabout way. I don't have a copy of the CC&R and the lease makes no reference to any of that or the CC&R in general.
