HOA Receivership Emergency

What is the name of your state (only U.S. law)? Florida
The bank has foreclosed on our developer's unfinished project. He was in control of the HOA. All the board member he appointed have resigned. The Bank has not communicated with us. The management company has not been paid. WE have sent letters to everyone we can find to tell them we want to pay our fees but do not know where to send them. Somehow we still have most services. How much would it cost to apply for receivership? How long would it take until the owners could be board members?
