HOA Rules and Regulations Question - Bus Stop?

What is the name of your state? WA
I am a new board member of the HOA for my community. We, the Board, is in the process of creating the Rules and Regulations. I noticed this morning that many of the children are misbehaving and really disrespectful to people and property at the bus stop.

My question: Can we include a clause in the Rules and Regulations that require a parent/ guardian to accompany the child(ren) to the bus stop? And/Or can there be a clause about bus stop behavior???

I'm thinking of safety of the children, property they are destroying with their behavior, and the neighbors' homes that surround the bus stop.

I appreciate your input!

No. What if the parent is at work? Or ill? Or lazy? Or whatever?
Ain't gonna happen!

Doubtful you could require such conduct from the parents via the HOA --- you are just asking for trouble if you try to extend your authority in such a manner. I take it this is a school bus stop in the public right of way? Your better bet is for the individual homeowner to contact the school regarding student behavior at the bus stop.

Also, the HOA can NOT solve eveyone's issues and problems. Best to do little but do it well....in otherwords limit what the HOA does....

Re: HOA Rules and Regulations Question - Bus Stop?

Thank you for your replies. I like the idea of encouraging the homeowner to call the school district. I can call them too. Thanks for your time!
