HOA Special Assessments - Florida

Florida

My HOA charged a $3600 Special Assessment after Hurricane Wilma in 2005, the special assessment was intended to be used to pay for the hurricane damages. Some of the damages have not been addressed and the HOA Mgmt company says that the funds were used to get the HOA out of the red. Is it legal for the HOA to use the special assessment funds for anything other than what it was intended for?

**A: please list all the items the money was spent on to explain specifically those items included in the "get the HOA out of the red"
