illegal assessment

What is the name of your state? Minnesota
Our Board of directors has bought additional dock without getting approval of the association or even bringing it to a vote. They then sent each of us an assessment letter saying pay the $217 by May 22. The meeting to vote on this issue is May 27. They have already had the dock installed so it can't be returned. Do we have to pay it or is the board responsible for this? They are not authorized to buy or contract for anything over $500 without associaton approval. Further, what do we do if this is voted down and the treasurer takes the funds out of the bank for the dock anyway?

What is CCR? Is that the other association members? I have only talked to one of them and they are very upset and do not want to pay the assessment as they don't believe we needed the new dock either. They are going to call the other members to see what they think.
