What is the name of your state (only U.S. law)? Arizona

I am the VP of a HOA that no one will participate in. How can I make operational decisions when there is never enough people that show up at a meeting to vote on a subject? I do not even have enough officers, my wife and I run the entire show and we are tired of it.

Is it possible to have owners sign proxies to have me vote in their stead?

**A: read your HOA docs. There needs to be an official quorum. Recruit a few more people, elect them and run the show as you see fit.
