Neighbor vandalising my cars


What is the name of your state?California

Not really sure what category this one falls under, but since it is Condo/HOA realted I thought I would start here. There are many issuse on this dispute but I will focus on just one for now.

I own a condo which is one of three units. Two are on top of each other and one is next to us. My neighbor does not like how I park in my driveway...actually does not wanting me parking in my own driveway or parking so far back in it that is unreasonable request and will actually block the sidewalk. I tried moving the cars back far enough to make more room and got a parking ticket last week, so I pulled forward again. Each unit has their own drveway. Her laundry is located in my driveway. It has been this way for years. To get to her laundry she has to walk around my cars. She wants my cars out of the driveway or so far back I can only park one in the driveway.. I live near the beach where parking is a premium. I was living here 4-6 months before her and the previous owner just walked around the cars, wth no problem. Well as it is my driveway and I am not bloking access, mearly conveinence, I am parking like I normally park and how the previous owners have always parked. So, she has proceeded to drag things across my cars on several occasions and put scratches in the cars. These are late madel nice cars, so scratches area big deal. I personally witnessed her doing this on two seperate occasions. I called the cops, they came out looked at the scatches and talked to both of us and said "We can't do anything" and did not even file a report even though I asked them to for my possible civil case. They said there was no evidence of intent, therefore not a criminal offfense. When they left, she stood at her door and laughed at me knowing she got away with it. A few weeks has gone by and yesterday she did it again and this time it is even bigger scratch and will need to be painted. I did not see here this time, but my car was home all day and I was not and when I returned the scratch was there.
Any thoughts on my options here? Sue? Its my word against hers, but I did witness her twice. I have no photo of her in action though. Call the cops again? They seem to not give a hoot about this even though I belive it is clearly vandalism. Asses a penlty through the HOA? Not possible I am sure. I should have a right to park my own cars in my own driveway that I own....yes/no? She should be liable for my re-paint on my cars? Restraining order? She is loving it that she is jerking me like this and I am trying to keep a level head and not stoop to her level with payback.

Is there a wayt to park your cars close enough that she would have to go around them? I would consider setting up a video camera that would help when you call the police as well as in a court case.
