Opinion on 1 Person holding 2 Board Positions

What is the name of your state? Ohio

We have one person holding 2 Officer positions on the board. He feels he can write checks and decide when to act on things by himself. We had an issue voted on at a board meeting that went unaddressed. We asked him about it and he said he will do it when he wants. He also has wrote checks out and told us after the fact. We have tried to talk to him but he gets very rude to us. Or he tries to imply that we are just upset. Should we just vote that he step down from both positions or at least one of them? And shouldn't more than one person be signing checks to avoid misuse of funds?

**A: have a HOA vote and strip him of his positions.
