Owner turning one unit into two for rental

Recently I've purchased a condo in a 3 unit building. The owner of the 1st floor is renovating the 1st floor and basement of the building. The goal is to make this into two seperate apartments.

Could anyone help with what the law says regarding this? In the condo documents there are only three units. Also, it states that if the owner of one of the units is going to rent, they can only rent to 3 non-related individuals.

I'm afraid this owner is going to try and turn the "one" unit into two. I would like to know if there are any laws that could prevent this and protect ourselves.
