Parking Encroachment and abuses by Neighbor's visitors who run an illegal business

What is the name of your state? New Jersey
I own a 3BR Townhome in a Condo Association. My neighbor runs a home run music school in violation of Condo rules which means lot of visitors. The visitors come and park in my driveway or blocking the driveway. Complaints to the neighbor didnt work and complaints to the Condo Association didnt work either as the neighbor denied he is running a school and just the visitors were visiting him. It is tough to prove it too as he doesnt put ads and advertising is done by word of mouth. In addition to parking, the visitors abuse me when asked to clear up. I have copies of notices sent to the neighbor by email and his acknowledgement of the problem, notices sent to the Condo Assoc. etc. Will this be sufficient to put a harassment case against the neighbor.
Also if the neighbor puts a sign not to park in my driveway (as a way to protect his skin), but if the visitors still continue parking in my driveway can I sue the neighbor. I think the neighbor plays a drama and I have no idea who his visitors are. Also since this happens in an unexpected manner I amnot able to capture this in a photo and if I call the cops, before the cops come, the visitors leave.
What are my chances of filing a harassment and/or restraining law suit.
Thanks.
