parking spot issue


What is the name of your state?
california

I own one of 20 units in a condo building in california. When we purchased the condo, the realtor (who lives in the complex) mentioned that although the unit did not come with a parking spot there was a chance the hoa would let us buy a spot after we moved in. (There are 19 parking spots for 20 units in this building.)

Well after living their a while we discover that at one time there were was a spot for this unit. We asked about this at an HOA meeting, but they said the fire department would have to OK it, which we did have fire dept. do.

In our CC&Rs there is no parking spot assignments, and no one has a parking spot assigned on grant deeds. But on assessors survey there is parking spot assignments. Are the parking spots first-come first serve since the CC&Rs don't grant specific spots for specific units and the deed grants 1/20th interest in common area? Or does each unit own a space except mine because the spaces are assigned specific units on the assessor survey?

Do I have a legal grounds to use the parking garage and park my car in one of the spots?
