Patios in common areas

I am in Ohio. The board of directors of our condo association says with 75% approval they can let condo members that don't have patios put patios and fences around the patios next to their condo. The condo association said that since they only have 75% approval the property would still be common area. This would mean that these condo owners could put up a patio and fence in the common area.
Is this true?
