Poopy Problem

What is the name of your state? Chicago, Illinois

Our condo building has a huge problem with owners who do not clean up after their dogs. We have imposed huge fines, but it does not stop them from cleaning up. Has anyone nipped this problem in the bud ever?

Also, some of the poopy problem is from other condo owners down the street. Can I do anything about them other than posting a sign?

**A: then the HOA is not being the all powerful. Fine the perpetrators and if the fines are not paid, file liens on the unit then foreclose.
