What is the name of your state (only U.S. law)? Illinois,
Can a person whose voting rights have been suspended collect and vote for proxies in an Association election? And if so, or if not, what is the legal grounds for this situation.

Absent any particular statement in your association documents (by laws, etc...) I don't see why them being enjoined from voting would preclude them from acting for the proxies. Often corporate proxies are written to someone who doesn't have an equity stake to cast votes anyhow.
