Repairs for leak caused by neighbors plumbing

We moved into a 10 year old condo in January and completely remodeled the bathroom. This involved changing the tub. All work was done by a licensed plumber. 5 months later we got a call from the neighbors bellow alerting us that they had a leak from our unit. We tested all of our water connections and could not find a problem. Another leak happened in about a month, again the source could not be found. In late June neighbors had a huge leak and their whole sealing was ruined. After that HOA brought in several plumbers to find a leak.

As it turned out, neighbor’s air conditioning unit pump was originally set up to drain into our tub drain. This, as I was told, is a violation of the building code. When our plumber changed the tub he did not know what the connection was for (it seemed unused - air conditioning in January) and he could not connect it anyway without violating the code, so he left it untouched without telling anyone. That is what caused the leak.

I sum the leak was caused by a neighbors pump which was plumbed into our unit in violation of the code. Association paid for $7,000 for repairs but later billed us citing "plumbing problems" in our unit. What should we do?
