Reserve study

What is the name of your state? California

Is a reserve study mandatory? Or can the board of the H.O.A. decide if yes or no to do it? And if yes, how often should it be done?

I don't think it's mandatory but you'd have to review your condo docs. In our association (NJ), it is not a requirement in the condo docs but we've been advised that we should have it done because our reserves are under-funded.
