right to choose oil supplier and pets


What is the name of your state? CT
I just moved into an apartment where I must pay for my own oil in my own account. The landlord said that I need to contract with a certain company because she has a service contract with them until 2010. The oil company is asking for a $600 deposit, which will not gain interest or be used towards any purchases. I would like to shop for a better arrangement and competitive price.
Also, when I moved in, she charged me for a full tank at $3.79. Am I entitled to a receipt for this?
The other question I have is about the other tenant's dogs. When we were looking at the apartment, there was one small dog barking in the apartment next door ( duplex). The realtor said that the tenants had a small dog that they brought in without permission. Upon moving in a week later, there are now three dogs in the apartment next door, leaving large amounts of feces in the yard and barking continuously. We are scared to into the backyard with the large, growling dog roaming free. Is there anything to do about this?What is the name of your state?
