A small HOA

What is the name of your state?Calif
What happens when there are 4 units in the association, every time there is a vote, it is "2 to 2?" We seem to be getting nowhere, can't get anything accomplished. Is there any way to get around this?

**A: shoot one of the owners so the next vote will be 2 to 1.
