What is the name of your state (only U.S. law)? IL

Here the situation. My condo bldg needs a major tuck pointing job because the bricks are crumbling. This has been put off for years because previous boards did nothing and it has gotten worse. I’ve only been here for 2 years so I don’t know the previous details. The current board wants to put up vinyl siding because the cost is less and passed a special assessment.
The bldg has 18 units with a 5 member board. 3 of the 5 board members voted to pass the special assessment and get the siding, the rest of the owners know nothing about this yet.

My question is- can the board change the structure of the bldg without the majority consent of the other owners?
