Does a newly-formed mobile home park tenant co-op have the right to require credit and criminal background checks for prospective tenants without requiring the same for existing tenants?

Sure they do. A LL can set different requirements for different tenants (new vs old) if they want, as long as their screening doesn't violate local, state or Federal laws.

Sounds like the co-op is getting smart and requiring those credit and criminal background checks that they didn't know to do before. Existing tenants can probably expect the same when renewing their leases as well.
