What is the name of your state (only U.S. law)? MA

I bought a condo unit in MA, which turned out to have unpermitted work (in the interior) that had been done by a previous owner. When I went to sell the condo unit several years later, the Board of Trustees for the association threatened to withhold my 6D unless I undid the unpermitted work (with sign-off from the town).

Is a permit violation (commited by a previous owner, or even commited by me) grounds for withholding the 6D Certificate and preventing me from selling? What if the association knew about the unpermitted work before I lived there? I undid the work to get the 6D and get the hell out. The 6D certificate was late (didn't arrive until the 14th business day). Has anyone heard of a case like this?
