What is the name of your state? Florida

My association recently passed a special assesment with a simple majority to upgrade a common area fence from wood to vinyl. They had previously circulated a form on which thay asked the homeowners to vote for or against a replacement fence at a special assessment of about $45/household. Nowhere did they mention anything about upgrading what is there now.

At the meeting (I did not attend, so don't know exactly how it went) a quorum (30%) was present, and they took a vote passing the issue to upgrade the fence, at an assessment of $62 per household.

It was my understanding that the HOA can vote to replace a common element in need of maintenance, but that Florida law requires a unanamous vote to approve an upgrade.

Am I wrong?
