What to do about this Nevada HOA

This is my first post so hopefully I'm doing this correctly.

We own property that we are renting out in North Vegas. The HOA is fining us $100 every seven days because they say the grass is dried and burnt looking. First of all we live in CA so it makes it difficult to check on the condition. We explained to them about how that's how it was when we bought it and how we've taken measures to improve it, etc., etc.

What recourse do we have if any? This is something subjective so even if we could make the lawn grow overnight, it still might not be to their liking.

Simple. Hire a local landscape service or property manager who can check the property and handle appropriately.
What does your lease say about lawn maintenance. If the tenant is supposed to handle and isn't.... give them a 3 day comply or quit.

Next time charge higher rent and hire a lawn maintenance service.
