Who do I file a claim against in an association dispute?


What is the name of your state? Minnesota

I'm thinking of filing a Conciliation Court claim against my townhouse association board regarding a dispute over a dues increase it said was imposed in part to pay for window and door replacement. The Board now claims that, in spite of the documentation they provided stating the dues increase would cover this expense, that there was a "misunderstanding," and, after more than four years of collecting the increased dues, the Board refuses to pay to replace my windows.

My question is, if I decide to file a claim in Conciliation Court, who, exactly would I file the claim against? The Board consists of five association members, and there is no specific business address, as they meet in one another's townhouses to conduct business. The Board does employ a property management company, but in regard to this dispute, the PM company simply does what the Board tells them to do. I assume I would file claim against the Board, rather than the PM company. Is this correct, and would I simply file claim against the Board president, listing her home address on the paperwork?
