Who's responsible?? HELP!!

Hi- We are penthouse owners in a condo building. Over the past couple years we've had problems with the roof leaking. We have several areas of water damage on our ceilings throughout the condo. We recently paid our portion which is 12% to fix the roof. The roof is now fixed and we are now trying to get our ceilings repaired. However, our BOD and mgmt company says its our responsibility and to contact our insuance company. My question is why isn't is a condo assocation responsibility? The roof was a shared expense so why wouldn't the damage be a shared expense? if we go through our insurance our rates will increase so we want to avoid that.
HELP!! Who's really responsible??? Thanks in advance!!

**A: the HOA is responsible. Why have you not filed a claim with your insurance carrier, have the work done and then your carrier subrogated against the HOA insurance?
