Why do HOA have staggered elections

Why do boards have staggered elections. When our HOA was first formed there were 5 directors elected. The two with the most votes served for a 2 year term and the remaining three served for a 1 year term. At the next annual meeting the people who only served for 1 year then were up for re-election but this time the terms became two year terms and the following year the other two board members had to run for re-election so essentially now we always have two positions available one year and three the next.

What is the reason for this. Why doesn't everyone just run on the same year. Does this have something to do with the proxy voting?

The elections are outlined in your HOA docs. If I had to guess though, I would say that you have continuity on your board. Imagine if all 5 started at the same time with no idea of what the previous board had done.
