about 4 to 6 months

We signed a contract with a builder to rebuild a house burned down to the
fondations. The contract read "about 4 to 6 months " to have the job completed. Because of many days of no workers on site I reminded him that the contract call for 4 to 6 months, we are now in the 13 months.( almost done) Is answer was, that because he put the "about" in front of 4 to 6, He can take as much time as he want, and nobody can tell him how to schedule is job.
Now to I am burned.
