Builder closed his door before work was done

What is the name of your state (only U.S. law)? PA
Our builder has closed their doors temporary (they say). They have not finished paving our driveway, which was paid for when we bought the home. We were tole that they would be doing all the driveways after all the homes were built. Last fall they started the driveways but never finished ours and others. They no longer answer the phone. What can we do? Yes, it's THP.
