Contact proposal

Name of my State - Georgia

A roofing company is threatening me that If I don't use them for my home roofing, they will pursue legal action against me because I signed the contact. Since they already know that I got the money from the insurance, they are insisting that they want to have all the money to do the job in which I am not satisfied with their work they did to other home owners in the area. As far as the contract, this is just a proposal and I signed it, but they never have signed it. Only place under this form says ' proposal written by Paul (sales representative). '
Their term and conditions says" It is understood and agreed that this contract shall not become binding upon United Roofing until it is approved, accepted, and signed by an authorized officer of united Roofing, or until performance commences, whichever comes first. The parties understand that no sales representative has authority, express or implied, to bind united roofing to this contract. "

Am I legally obligated by this proposal as they claiming as binding contract? I spoke to Insurance Company and they said they don't care whomever I choose to do the roofing replaced. Please advice.
Thanks
GeorgeWhat is the name of your state (only U.S. law)?
