What is the name of your state? Washington D.C.

I know that each state and city differs when it comes to Zoning laws. But i was hoping for just a general idea of how zoning works. Traditionally is it difficult to convert a commecially zoned property into a residential? Ie. A commecial building into a livable loft ? I have seen commercial building listed and advertising that they would be perfect for live/work situations. Don't you need to rezone the property in order to legally do that ? any information woudl be helpful. THanks in advance!
