What is the name of your state (only U.S. law)? CT

I've read that if a contractor's overruns go past a certain amount (perhaps $500?) that he's required to submit a quote in writing. Is there any truth to this, or is it a different amount? I ask because I'm waiting on a final bill from our contractor, and I'm concerned he's going to pad the heck out of items that I didn't necessarily approve. (This has happened to me before with a different contractor, so I'm admittedly a bit gun-shy.) Just want to be proactive about this. And to be clear, I totally feel he should be paid for the work done.
