driveway repair - who is responsible?

My husband and I rent a home in Los Angeles.

During the heavy rains over the past month our driveway has developed a sinkhole. This sinkhole is under our RV which has been parked in the driveway during the past year.

This hole is about 1 foot deep, 12 feet long and 10 feet wide.

We managed to tow the RV out, but now have a gaping hole in our driveway which needs to be repaired. Who is responsible for the repairs?

A contractor who looked at the hole today said it appears that the damage was caused by poor water drainage from the uphill adjacent property. This drainage caused a sinkhole in our driveway by washing out the dirt underneath the concrete. This contractor said that the sinkhole would have occured even without our RV parked on it. Although certainly, the 25 ton parked vehicle speeded the process up. It was this contractors advice that we contact our landlord and have the landlords homeowners insurance either cover the cost of repair directly or chase the neighbors insurance for the cost. Is this correct advice?

Our other concern is that the landlord will no longer allow us to park the RV in the driveway after the hassle of dealing with this problem, even though it is in our lease to be able to park it there. How do we best deal with this?
The estimate to repair the driveway is around $3,000.

2 how do we insure that we can continue to keep the RV parked in our driveway?
