encroaching roots

What is the name of your state (only U.S. law)? New Jersey

The property next door to me had planted many trees inside of their fence line.

Many of the trees have developed large surface roots which have encroached on my property. I would like to have them ground down.

In doing so, there is the possiblility that the trees may suffer/die. Would I be liable for damages.
