Flooded basement

What is the name of your state (only U.S. law)? Georgia

2 Years ago we sign the closing of our home, 2 wks after closing my basement flooded and has been flooding from then on. One year ago after closing of the house, the contractor comes back and tell us that his sub-contractor increased the price of our kitchen cabinets and that we owe him more money. We refuse to pay because he did not say anything about it during the closing of the house. The flooding of the basement is happening every time we have a hard rain, so we finally had to get advice from another contractor on how to solve the flood problem and it will cost over 3,000 to fix. Well, now the original contractor is holding that over our heads and not wanting to pay to have this issue with the basement corrected. What can we do?
