Fraudelent Builder dead slow in re-starting construction after settlement


What is the name of your state (only U.S. law)? NJ, fraudulent contractor frauded about 10 home owners, did not had builder’s risk insurance, complained were filled with Attorney general, Inspector general, BB and consumer affairs for builders who committed similar frauds were jailed but their response was since I have civil litigation they that is the best course of action – Don’t understand their response.

After 2 1/5 yrs. Agreement was reached day before the trial to refund my $$, as per settlement he was suppose to start the construction about 3 months back but even as of toady has not started the construction, part can be blamed for twp. For taking too long for change of contractor.

Builder does not addresses all the issues I email, sick and tired, would like to know would prosecutor still prosecute him for FRAUD even after the settlement in court ???

Looks like he fooled me by settling so he would not be prosecuted for fraud and also not having appropriate and adequate insurance.
