If someone had his/her basemend finished without a permit, sure no one would know from the outside, it can avoid paying tax.

Does the insurance company care about it?

I assume the insurance company does not like it or may deny the payment if something happend in the house, such that a fire start from the basement, since to finish the basement may need to add the electric wire and etc.
