This doesn't exactly seem like the correct "topic", but it was the closest I could find. I don't know a lot about the "Grandfather Clause", but I need to know if it applies to home improvements. I know, for example, that you don't have to replace old wiring in a home when the code changes unless you want to sell it. My specific question is; If a gravel driveway was put in in 1963 and the code was changed in 1980 to require cement, does the homeowner have to replace it? Especially if the city didn't even try to enforce it until this year? Thank you for any help.
