What is the name of your state (only U.S. law)? TN

I recently had a bathroom remodeled for the fee of $4525. The contractor, in a written contract, stated that plumbing work would be included in price. The work was completed 8/19/09. Today 10/31/09 I received a letter from the plumber the contractor had do the plumbing for $515. The letter stated I would be expected to pay within 10 days or face collection proceedings. I'm thinking of taking the contractor to small claims court. I'm in Tennessee. What are the fees for small claims court?

Like, why would there be additional charges?
Maybe some unforseen damage, not included in the original deal
